Identifying IPO line posts for creation of Postmasters cadre
The issue of identifying IPO line posts for the creation of Postmasters cadre was discussed with Chief PMG today.The direction said to have been given by Directorate to Tamil Nadu Circle to keep in abeyance the proposed move to identify 18 IPO line posts was poined out to Chief PMG.
The Chief PMG assured that she would discuss the matter with DDG (P) and if any instructions have been issued to Tamil Nadu Circle to exclude the IPO line posts, the same would be made applicable in Kerala Circle also. A letter from the Association in this regard is also proposed to be given to Chief PMG, a copy of which is furnished below:
Madam,
This is regarding the proposed action to identity IPO line posts of Postmasters in Kerala Circle as part of implementing the scheme of creating a separate cadre of Postmasters. (Postmaster Grade III) It is ascertained that the entire 8 IPO line posts in the Circle have been identified for this purpose. In this connection, it is brought to your kind notice that in the Dte. letters No. 4-17/2008-SPB-II dated 22.11.2010 and 25.11.2010, it was very clearly mentioned that the cadre of postmasters will be made by carving out the posts from the existing general line cadre posts (emphasis supplied). As such, the proposed action is against the spirit of the instructions contained in the said Directorate letters.
You may also appreciate that in all other Circles except in Tamil Nadu, IPO posts were not identified for creating the cadre of Postmaster Grade III. Even in Tamil Nadu, it is learned that the move to include 18 IPO line posts have been dropped as per subsequent instructions from the Directorate and action is being taken to re-identify some other general line posts as per revised Directorate instructions.
In view of the above, it is requested to follow the same course of action taken in Tamil Nadu in Kerala Circle also and to exclude the IPO line posts already identified and circulated for creating the cadre of Postmaster Grade III. An early positive action along with a line in reply is highly solicited.

Workshop on disciplinary proceedings
The proposed workshop on disciplinary proceedings will be held at Kochi in the first week of January 2011. The classes will be lead by Sri. M.K.Ramesh, ASP(CS) & Sri. T.M.Krishna Swamy who have just returned after a successful mission as guest faculty at PTC Mysore/Vadodara. Other senior officers of our cadre will also be sharing their experiences in the field which will be of immense help to the fresh IPs. Classes on ‘Visits to Mail Offices’ and ‘Inspection of computerized Offices’ is also proposed to be conducted in the workshop. All the interested members are requested to register their names well in advance through Sri. Manoj or Sri. Ajith Kurian.
Assignment of ASPs from C.O as guest faculty at PTC Mysore/Vadodara.
Two of our members, Sri. M.K.Ramesh, ASP(CS), CO and Sri. T.M.Krishna Swamy, ASP (Vig), CO attended PTC Mysore/Vadodara as guest faculty under the leadership of Sri. C.R.Ramakrishnan, APMG(S&V), C.O. The team conducted classes on various topics like disciplinary proceedings and inquiry, CCS (CCA) Rules, CCS Conduct Rules etc. The classes conducted by our officers received wide appreciation both from the trainees and also the management of the training centers. The Association congratulates the officers for their good work and look forward to their services in the proposed workshop on disciplinary proceedings to be held at Ernakulam in the first week of January.
FOUR MONTHLY MEETING WITH CHIEF PMG
The four monthly meeting with Chief PMG was held on 7.12.10 at 11.30 hrs at the conference hall of C.O. Sri T.M.Krishna Swamy and Sri. Ajith Kurian represented the Association in the meeting. The main items which came up for discussion and the reply given by the department is furnished below:
(i)Delay in issue of MACP orders – The strong protest and indignation of our members in the inordinate delay which has taken place in issuing MACP orders with respect to ASP cadre was conveyed to the administration in the meeting. It was pointed out that MACP orders have been issued w.r.t all others cadres except ours. Chief PMG at the outset apologized for the delay which has happened. She admitted that there has been some delay in this regard which happened primarily due to the fact that APMG (Staff) has been out of station for more than two weeks and assured that orders will be issued immediately. A specific time frame was sought for and it was reiterated by Chief PMG that all the process will be completed within 15 days time. Association hopes that the Circle Administration will take timely action and orders will be issued within the said time frame.
(ii) Decentralization of PLI/RPLI - The excess workload created at Divisional Office as a result of the decentralization of PLI/RPLI was pointed out in the meeting. Although there are instructions to outsource the work of data entry and other clerical works, no separate arrangements are made for supervisory duties like verifying, checking etc which puts additional work pressure on the ASP (HQ) and ASP (OD). Chief PMG pointed out that outsourcing can only be done for data entry and other clerical duties and supervisory duties cannot be outsourced. She emphasized the importance of detailed verification at the primary stage itself when proposals are forwarded by IPs/ASPs so as to avoid omissions and corrections which ultimately lead to delay in issue of policies. Chief PMG agreed to look into the matter and to chalk out a strategy in consultation with other Circles.
(iii) Consultation with the Association before entering into new business ventures- It was pointed out that the Association is not taken into confidence and our views ascertained before commencing new business ventures. Chief PMG assured that this will be done in future and even agreed to conduct separate meeting with the Association if need be before commencing new ventures/schemes. In this connection, Chief PMG pointed out that the venture of distributing text books undertaken by the department is not a new venture as such and is part of the business assigned to the department by directorate as part of Logistics Post business. Moreover, the fact that work in Sub Divisions is now being disrupted as a result of utilizing the services of Mail Overseers for long durations for text books scheme was also brought to the notice of Chief PMG. Also, the practice now being adopted by the Divisional Heads, in re-distributing the inspections allotted to them to ASP (OD), ASP (HQ) and even Sub Divisional heads at this fag end of the year was also pointed out in the meeting. Chief PMG assured to look into the matter and to take appropriate action on the said issues raised by us.
