Rejection of application for PS Group B examination

It has been noticed that applications of some of our members for PS Group B examination has been rejected taking the stand that the period spent for induction training cannot be taken into account for determining length of service required for the said examination. Such a stand would be against the extant instructions contained in GOI instruction 16 below FR 9. The matter has been taken up with Chief PMG, who has promised to look into the issue. A letter has also been given to Madam on this issue, a copy of which is reproduced below.: Further developments will be intimated over the blog.

Respected Madam,

                                     Sub: Rejection of application for Group B Examination – reg:
                                                 
  This is to bring to your kind notice the stand taken by the Recruitment Section of CO on admitting candidates for the PS Group B Examination scheduled to be held on 3.6.2012. Some of our members are short of the requisite period of service by some months/days and if the period spent on induction training is taken into account, they would be eligible to appear for the said examination.

  It is settled position as per the provisions contained in GOI instruction 16 below FR 9 (copy enclosed) that in all cases where pre-service training is considered necessary before actual appointment to the post, the period spent by an officer on training immediately before such appointment would count as qualifying service for the purpose of eligibility for appearing in departmental examinations, even if the officer is not given the scale of pay of the post but only a nominal allowance.

 However, it is brought to the notice of this Association that some of the applications have been rejected on the plea that the prescribed eligibility condition for the examination is 5 years ‘regular’ service and not qualifying service. Such an interpretation to the said provisions contained in the FR is unfortunate and does not appear to be in tune with the aforesaid instructions. The GOI instructions clearly lays down that the period of training is to be counted as qualifying service for the purpose of eligibility for appearing in the examination and the word ‘qualifying service’ would logically mean whatever service prescribed for being admitted for the examination. To take the literal meaning of the word and deny admission to our members saying that the required qualification is ‘regular’ service is a total injustice.

    As such, I request your good self to kindly intervene in the matter and to issue necessary orders/instructions to admit those members whose applications have been rejected.

Lap Tops supplied to all IP/ASPs of CO

Lap tops have been supplied to all the IPs/ASPs working in Circle Office Trivandrum. Association places on record its appreciation  to the Chief PMG for having taken this decision.

DPC for regular promotion of ASP/adhoc promotions in ASP cadre

  It is learnt that the DPC proceedings for regular promotion to the cadre of ASP has been completed and orders are likely to be issued shortly. Thereafter, adhoc ASP promotions will be considered. The following officers are likely to be considered for adhoc promotion as ASP:

Transfer & postings in the cadre of ASP

Chief PMG vide order No.ST/3-2/2011 dated 20.4.12 has issued the following orders:

1.Sri.Pranab Kumar Jha offg SAS, C.O TVM is transferred and posted as offg ASP (OD) Trivandrum South Dn.

2. Sri. V.K.Raveendranath ASP (Vig), R.O is transferred and posted as SAS, Circle Office, TVM

3. Smt. P.A.Krishnakumary, ASP, Aluva Sub Dn is transferred and allotted to Northern Region

4.Sri. C.K.Baby, ASP, KCSD is transferred and allotted to Central Region.

Stepping up of pay of PAs of CSSS for ACP followed by ad-hoc promotion

DOPT has decided to step up the pay of PAs of CSSS in case of ACP followed by ad-hoc promotion.

In this connection, in the OM dated 19.04.2012, it is provided that the senior PAs of CSSS who have attained ACP/ad-hoc/regular promotion prior to 1.1.2006 and are drawing less pay than PAs of CSSS who have been granted ACP/ad-hoc/regular promotion after 1.1.2006 (i.e. between 1.1.2006 and 31.8.2008) may be permitted stepping up of pay subject to certain conditions.

The conditions are:

(i) Both the junior and the senior Government servants should belong to the same cadre and the posts in which they have been promoted/financially upgraded should be identical in the same cadre.

(ii) The pre-revised scale of pay and the revised grade pay of the lower and higher posts in which they are entitled to draw pay should be identical.

(iii) The senior Government servants should have been drawing equal or more pay than the junior before receiving ACP/ad-hoc promotion.

(iv) The stipulations as contained in DOPT’s O.M. No.4/7/92-Estt.(Pay-I) dated 4.11.1993 along with revision of pay scales may be observed while granting such a stepping up of pay.

CAT, Hyderabad orders for Grade pay of Rs.5400 to ACP Inspectors


It’s been a long slow battle for Inspectors of Customs and Central Excise who have been granted non-functional upgradation under Assured Career Progression Scheme (ACP) to the grade of Superintendent of Customs and Central Excise prior to 1.9.2008, to get the grade pay of Rs.5400 after completion of 4 years of service in the pay scale of Rs.7500-12000 (pre-revised).

Division Bench of Hon’ble Madras High Court in W.P.No: 13225/2010 has given a categorical order in this matter to the effect that the petitioner Inspector of Central Excise who was granted ACP to the grade of Superintendent and completed 4 years in the pay scale of Rs.7500-12000 as on 01.01.2008 is entitled to grade pay of Rs.Rs.5400. This High Court Order has been challenged by Government in the form of a Civil Appeal before Hon’ble Supreme Court which is pending before the Apex Court. However, no stay was granted by the Apex Court.

Now in line with the High Court Order, Central Administrative Tribunal (CAT), Hyderabad Bench in O.A.1051 of 2010 has ordered on 30.03.2012 that the applicants (Inspectors) shall be granted higher grade pay of Rs.5400 with effect from their respective dates of completion of 4 years of service in the grade pay of Rs.4800/- (Pre-revised scale of Rs.7500-12000

Obituary

Smt. P.S.Saraswati (62) mother of Sri. Ratan Kumar, IP Punalur Sub Dn passed away today morning at Tripunithura, Kochi due to heart failure. Association conveys its deepest condolences to the bereaved family.

PS Group B Examination-2012

Directorate vide letter No. A-34013/3/2012-DE dated 11.4.2012 has decided to conduct the PS Group B Examination, 2012 on 3.6.2012. All those who have completed 5 years of regular service in IP cadre as on 1.1.2011 are eligible to appear in the examination. The schedule prescribed by the Directorate for the said examination is as follows:

1. Receipt of Application in plain paper (proforma attached) - 19.04.12.
2. Receipt of kits by Nodal Officer from CMC - 23.04.12.
3. Receipt of kits by CO / RO / DO to eligible candidates - 26.04.12.
4. Last date of receipt of kits at CO / RO / DO - 07.05.12.
5. Receipt of filled kits by Nodal Officer from DO / RO / CO - 15.05.12.
6. Dispatch by Nodal Officer to CMC - 18.05.12.
7. Date of Exam - 03.06.12.

All the members who wish to attend the said examination may forward their applications in the prescribed proforma to their controlling officers immediately so that the recommended applications reach CO within the precribed date.

Kumarakom Circle Conference - information for all the members

Preparations are in full swing for conducting the 41st Biennial Circle Conference of the Association at Royal Riviera Hotels & Resorts, Kumarakom on 28th & 29th April ,2012. Our Chief PMG, Smt. Shoba Koshy will be the Chief Guest for this mega event and she has kindly consented to deliver the key note address in the open session. Our General Secretary Sri. Vilas Ingale and All India Treasurer Sri. Santhosh Kulkarni will be the other guests of honour.


All the CWC members are requested to be at the venue by 10.00 A.M on 28.4.12 and other members at 14.00 hours on the same day. Accomodation will be arranged for all those wish to stay at the venue on 28th night. The venue of the conference (Royal Riviera) is located at Cheepunkal, Kumarakom which is about 12 kms from Kottayam Railway station. Members coming by train can proceed to the private bus stand (Nagampadom) which is adjacent to the RS (far end of the 1st platform) from where they may take any bus going to Cherthala or Vaikom (via Kumarakom) and get down at Cheepunkal Bus stop. Buses are also available from the KSRTC Bus stand.


We propose to conclude the conference after a house boat cruise which will come to an end at about 17.00 hours. For those who are returning to Calicut side, the available trains are Malabar Express (22.15 hrs) and Mangalore Express (23.58 hrs). For those who are going to TVM side, the available train is Venad Express (18.33 hrs). All members are requested to book their tickets in advance. Arrangements for transportation from the venue to the railway station/bus stand will be made.

Reversion of Smt.M.Manjula, ASP to PA Cadre



As per the request submitted by Smt.M.Manjula, ASP(OD), Aluva Division on 1.11.2011 and declaration dated 6.2.2012, CPMG vide order no.ST/3-DLG/10, in accordance with the provisions contained in FR 15(a) has ordered to revert Smt.M.Manjula, ASP(OD) Aluva Postal Division to the cadre of Postal assistant in pay Band 1 with GP 2400 without protection of pay. It has been further ordered that she will not be entitled to seek repromotion to the cadre of Inspector Posts or ASP at a later date and that she will be liable to be posted as postal Assistant against existing vacancy in Aluva Division without TA/TP/JT. The official will retain her original seniority in the cadre of Postal Assistant and will draw eligible pay in Pay band 1 with GP Rs.2400 as if she had not held a post in the cadre of IP/ASP on either regular or adhoc basis.

SSP Aluva has further issued orders posting Smt.M.Manjula as PA, Alangad PO, Aluva Division.

Downgradation of RMS 'EK' 1st Sub Division

ASPRMS EK 1st Sub Division has been downgraded to IP Sub Division and Smt.Rumila A P, IP, BPC transfered and posted against the vacancy vide PMG, CR order. Consequently IP BPC has been upgraded to ASP cadre and Sri.V K Raveendranath, ASP(Vigilance), RO, Kochi has been ordered to hold additional charge.
