GPF interest rate for 2012-2013

The accumulations at the credit of the subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8.8 % (eight point eight percentage) per annum.  This rate will be in force during the financial year beginning on 1.4.2012.

CAT Ernakulam passes interim order in PS Group B Examination case

The Hon'ble CAT Ernakulam Bench passed an interim order  today in favour of the applicants in OA No. 380/12 filed by Sri. M.P.Ramesh and Smt. V.Sarada. The applicants had approached the Tribunal aggrieved by the stand taken by the Department that the IP induction training period cannot be taken into account for determining the length of service required for the PS Group B Examination. When the said OA came up for admission today (21.5.12), the Hon'ble Tribunal passed an interim order directing the respondents to admit the applicants provisionally for the PS Group B examination scheduled to be held on 3.6.12 and also to issue OMR applications to the applicants.

 Subject : Limited Departmental Competitive Examination for promotion to the cadre of PS Gr. B for the year 2012.
 Ref. : Postal Directorate memo No. A-34012/3/2011-DE dated 10th April, 2012

 Respected Madam,

 Kindly refer to this Association letter of even number dated 3/5/2012 (copy enclosed) on the above mentioned subject. This Association would like to bring to your kind notice that many of our members who have received any adverse within a span of five years and few members induction training period spent before entering in IP cadre was not counted as qualifying service are not allowed to fill the OMR sheet and even not given opportunity by providing kit thereby making them ineligible to appear for the said examination. 

As per the GOI Instructions contained in Rule 11(21) of CCS (CCA) Rules-1965, an official can be admitted to the examination if though the official is under suspension or disciplinary case is contemplated but here the official having good record and let off with warning by virtue of his minor lapse has been debarred by Circles. Moreover, the condition and procedure governing the selection for promotion to Group ‘B’ posts are given in the relevant para of a set procedure that cannot be ignored.

 Regarding condition and procedure governing LDCE, the provisions of relevant Recruitment Rules and administrative instructions issued from time to time needs to be referred to. It is not understood why the Department is going against the rules to promote officials of their choice without any healthy competition. Under such circumstances nobody will own responsibility because, madam you can see that in our Department ‘warning’ is a meagre issue and is imposed even without wrong doing.

 It is pertinent to mention here that Directorate vide letter no 23-1/2012-PE-II dated 10-5-2012 has called for comments of Circles to revisit the norms for creation of new postal divisions and up-gradation of existing Class-II Divisions into Class-I Divisions. This will again disturb established arrangement. It is not understood why department is inclined to conduct examination without completion of the prerequisites.

 Furthermore, the department is in the process of amending Recruitment Rules and there will be definite variation in number of vacancies under each quota. That is why the Department could not calculate and advertise number of vacancies for the given examination. The new casting will definitely disturb the present settled position. This Association therefore request that in order to make the entire process transparent, our Association should be consulted before the revision of Recruitment Rules and other related issues such as debarring the officials from examination so that our members are not taken as surprised. 

 This Association further brings to your kind notice that, PS Group ‘B’ Recruitment Rules are not revised since years together and as per the clause 3.1.5 of Department of Personnel and Training OM No. AB-14017/48/2010-Estt (RR) dated 31st December, 2010 “The Recruitment Rules should be reviewed once in 5 years with a view to effecting such changes as are necessary to bring them in conformity with the changed position, including additions to or reduction in the strength of the lower and higher level posts”. This Association has already submitted the detailed proposal under letter dated 4/7/2011 regarding distribution of quota for PS Gr. B Examination and Sr. Postmaster Examination and also requested to notify the vacancies of both the examinations together. But till date vacancies are neither notified nor Recruitment Rules of PS Gr. B cadre are amended.

 In view of the above submissions, your kind honour is once again requested to look into the matter personally and arrange for withdrawal of the notification issued to conduct the PS Gr. “B” examination scheduled to be held on 3rd June 2012 and hold the said examination only after the issue of Revised Recruitment Rules of PS Gr. B Cadre along with vacancy position of both Examinations (PS Gr. B and Sr. PM) together. It is also requested to issue necessary instructions to all Circles to allow the IPs/ASPs who are declared ineligible on the above mentioned grounds & allow them to fill OMR sheets to avoid litigation in the matter.

CS deputed for election duty

Our CS Sri. Ajith Kurian has been deputed for election duty in connection with Neyyattinkara By Election to be held on 2.6.12. He has been inducted as a member of the Static Surveillance Squad set up by the Election Commission. The squad is headed by an Executive Magistrate and is entrusted with the duty of conducting checks of vehicles at check posts in and around the Neyyattinkara Constituency. He stands relieved from CO and is expected to re-join duty after the election. All the members are requested to contact our President Sri. Krishnaswamy in case of any emergency.

Obituary

Father of Sri. Anil Kumar, ASP(HQ), Ottapalam Dn passed away today morning at Calicut. Association conveys its deepest condolences to the bereaved family.

PSI meeting cum workshop

A two day meeting and workshop organized by PSI is scheduled to be held at Kovalam, Thiruvananthapuram on 25th & 26th May,2012. Members of both Central & State trade unions are expected to participate in the meeting. 10 of our members can participate in the two day residential programme. Members who are interested in participating in the said conference are requested to contact Sri. Mohammad Sherif (NR), Sri. Anto.G.Manalil (CR) and Sri. T.M.Krishnaswamy (SR) and intimate their names for making further arrangements. Food and accommodation will be provided for both the days. Exact venue of the workshop will be intimated soon.

CS writes to Chief PMG & Circle Secretary-FNPO on the issue of circulation of notice in KTYM DN

Respected Madam,

 This is to bring to your kind attention the act committed by the Kottayam Divisional Unit of FNPO in printing and circulating notices against Sri. Rajeev.J.Cherukad, IP Palai Sub Division containing derogatory remarks even against his late father. A copy of the said notice is enclosed for favour of ready reference. 

  As you may appreciate, the IPs/ASPs across the Circle have been keeping a cordial relationship with all the service unions and no confronting situation exists in any of the Divisions. The said officer has also followed the same pattern in his Sub Division and no harassment of any kind has been shown by him towards any of the GDS in his Sub Division as alleged in the notice. While this Association has always welcomed constructive criticisms and suggestions, such kind of heinous act, as has been committed by the Kottayam Branch of FNPO, defaming even the family members/relatives of our members would only de-motivate and deter our members from procuring RPLI/PLI business and such a trend cannot be accepted under any circumstances. 

  As such, I request your good self to kindly intervene in this case and order immediate enquiry into the matter and take appropriate action against those responsible for this cowardly act.

History created at Kumarakom..

The 41st Circle Conference of our Association held at Kumarakom on 28th and 29th turned out to be a one of its kind meeting held in the history of the Association. The Conference stood out on account of the venue, its ambiance, facilities provided and most importantly by the great response our members showed in attending the Conference on both the days. The presence of our dear Chief PMG, Smt.Shoba Koshy along with her husband on both the days was the icing on the cake.

The CWC started at about 12.00 hrs followed by the General Body which concluded at about 19.30 hours.All the members actively took part in the deliberations which followed. As a novel venture, a Committee under the chairmanship of Sri. Sivadasan Pillai, ASP(HQ), Pathanamthitta was put in place to examine the issue of Cadre re-structuring and re-organization of Sub Divisions and to offer suggestions for forwarding the same to the CHQ.  Election of new office bearers was conducted in a cordial atmosphere. Sri. Ajith Kurian, ASP(LC), CO TVM was unanimously elected as the Circle Secretary and Sri. T.M.Krishnaswamy, ASP (Vig), CO TVM as our new President. Other prominent office bearers are as follows:

The GB was followed by an enchanting musical extravaganza led by Rajeev.J.Cherukad and his team which went upto 22.30. Chief PMG and Koshy Sir was present all throughout this programme.

The next day started with the Open Session at 10.00 am wherein Smt. Shoba Koshy delivered the key note address. After Lunch, the members went on a house boat cruise in two houseboats which lasted till 17.00 hours. Association places on record its appreciation to the Conveners Sri. Anto and  Sri. Rajeev and their team for organizing this Conference in such a wonderful and  unprecedented manner which received kiddos from all quarters. Heartfelt thanks to all the members for participating in the conference and making the same a huge success... to those who did not make it.. only one thing to say...u guys missed it...join us next time.

Lets continue this trend and meet again at Kovalam/Poovar  next year for an interim GB.

LTC by AIR to NE extended

For those Government servants who could not commence their outward journey before 30th of April 2012 for LTC to North Eastern Region, here is is some happy news.  The Government has decided to extend the permission for air travel to North Eastern Region by availing LTC for a further period of 02 years beyond 1st May, 2012.
