Chief PMG replies to the letter given on adhoc postings/transfer of IP/ASPs

Sub : Adhoc posting/transfer of ASPs-reg:

Sir,

With reference to your lr. no. IP/ASP/ASSN dated 14.6.12, I am to clarify that the seniority of the officials was not overlooked in adhoc postings/transfers ordered vide this office memo of even no. dated 4.5.12. But some exception was inevitable taking into account the administrative exigency and also the fact that there are more vacancies outside southern region. The performance of the officials was another criteria considered.

2. Regarding the case of Smt. Meena, the official is proposed to be involved by CGM BD Directorate for MNOP related matters along with some other officials from TN Circle, as informed during a recent conference. Hence, she though junior to Sri. M.S.Sunil, was posted in CO headquarters in order to maintain continuity.

3. Sri.M.S.Sunil, who earlier enjoyed the benefit of initial posting as IP on out of turn basis in Southern Region, cannot claim a posting near his home continuously. There is no commitment that every official working in an officer cadre will be continued near their homes throughout his career. After a tenure is over, in unavoidable circumstances and in public interest or in  cases of exceptional merit, exceptions are being made. But this cannot be cited as the rule always. 

4. The demand for re-allotment of officials posted in CR/NR to Southern Region cannot be accepted at present considering the vacancy position in CR and NR. In any case transfer to home station/region is not a matter of right, especially in a Circle cadre and in administrative interest, it is essential that IPs learn to work away from the Regions/Divisions in their first tenure. It however, there are any unavoidable personal emergencies, such representations will be considered on merit/on a case by case basis.
