Association impact- limit of SB withdrawals to be verified enhanced

 
Our Association had raised the issue of  enhancing the limit of verification of SB withdrawals  at Single Handed SOs and BOs. Accordingly, the issue was discussed with Secretary (Posts) during the course of last visit to Directorate by the GS.  Directorate has now vide SB order No. 2/2013 dated 26/2/2013 enhanced the limit of verification of withdrawal at Single Handed Post Office and BOs from Rs.5000 to Rs 10,000 from 1.3.2013.

Proposed two day strike on 20th and 21st Feb- stand of the Association

As all the members are aware, notice of two days strike  on 20-21 February, 2013 has been served by Postal Joint Council of Action (PJCA). Although our Association is not participating in the said strike, the stand of the Association is that during the strike period we will only be discharging our normal duties related to the posts to which we are attached. A letter communicating this stand and also requesting for adequate police protection to our members who would be doing duty as strike officers and who will have to stay overnight in their offices (especially RMS offices) has been given to Chief PMG.

Interim GB at Kollam-confirmation from members

As already announced, the interim GB of the Association is proposed to be held at Kollam on 11th and 12th May, 2013. For making arrangements for the same, the number of participants has to be ascertained. As such, all those members who propose to participate in the two day programme are requested to confirm their participation immediately to Sri. B.Gopakumar, IP(CS) CO (Mob 9495076746) or to Sri, Nandakumar, IP Kollam RMS (Mob: 9447557016). Those who would need accommodation on 11th night may inform this specifically. Hotel booking and other arrangements and the amount to be collected  can only be finalized after ascertaining the number of participants. So all the members are requested to oblige. All those members working as ASP(HQ)s are requested to coordinate the exercise and convey the information immediately. The exact venue of the meeting and the detailed programme will be announced shortly. Please follow the blog for updates of this mega event.....

Sr. PM Examination -update

 
 
It is confirmed from DE Division of Postal Directorate that, in all, 6 CAT cases are pending at various benches (2-Andhra Pradesh, 2-Odisha, 1- each at Punjab and Haryana Circle). In view of the pendency of these CAT cases, this examination will not be held as per tentative programme circulated by Directorate. 

National E-Governance Award 2012-13 to MNOP

Mail Network Optimization Project (MNOP)" has been selected for National E-Governance Award 2012-13 under the category "Outstanding performance in citizen-centric service delivery" by Department of Administrative Reforms and Public Grievance, Government of India.
National E-Governance Awards are given every year to "recognize and promote excellence in implementation of e-governance initiatives" by Government of India. The Department of Posts had applied for the awards sometime back, and after several rounds of scrutiny, MNOP has been selected for this prestigious award.
The awards were given away on 11th February, 2013 during the 16th National E-Governance Conference at Jaipur (Rajasthan).

GS and team visits Directorate

General Secretary, CHQ President, Shri Ajith Kumar ASP (PMU) & other ASPs visited Postal Directorate from 6th February 2013 to 8th February 2013 and met with Secretary (Posts) and other Senior Officers. During these informal meetings, following pending issues were discussed in detail and present status is noted against each. 

(i) Periodical Meeting with Secretary (P)- It was assured that, periodical meetings will be held very shortly.  Action taken reports on our agenda items are awaited from DDG (P) and DDG (Estt).

(ii)Re-structuring of IP cadre - Fresh meeting on this issue is likely to be held in near future. 

(iii)  Repatriation orders in PS Gr. B cadre - The requests of the PS Gr. B officers who have completed one year service in other circle will be repatriated to their home circle first on the basis of availability of vacancies. It was informed that promotion orders issued under Directorate memo No. 9-23/2012-SPG dated 28/12/2012 will be implemented first. Near about 60 representations have been received at Directorate for change of circle, retention in the parent circle on health ground etc. 

(iv)Supply of Laptop to all IPs/ASPs - This issue is to be taken up at circle level for purchasing laptops from ‘OE’ fund. In case of any difficulty faced at circle level may be pointed out to Directorate. 

(v)Utilization of surplus PS Gr. B post of erstwhile Supdt. RSD Mumbai as Sr. PM, Chembur HO (Maharashtra Circle) - Issue is under examination at establishment division of Directorate. 

(vi) Verification of SB withdrawals exceeding Rs.5000/ -On introduction of CBS, the present provision of verification of SB withdrawals through SDI (P)/ASP or PRI (P) will be discontinued. At any rate, based on the request of the Assn: Directorate is considering the proposal to enhance the limit soon. 

(vii)Recruitment Rules for the post of Assistant Manager in MMS-New RRs is likely to be issued shortly. 

(viii) Role of Sub Divisional Head while handling loss and fraud cases exceeding the limit of Rs. 20000/- Issue is under examination at Directorate

(ix)  Quota of General Line in PS Gr. B Examination-This will be settled at the time of framing new RRs of PS Gr. B cadre. It was decided by Directorate that only 3% quota will be given to General Line. 

(X)Inter-Circle transfer of Inspector Posts under Rule 38 of P&T Manual  Vol. IV.- This issue was discussed in depth. Few individual genuine cases brought to the notice of Hon’ble Secretary (Posts) and it was informed to us that HOC may consider the cases on merit as per instructions issued and in case of any difficulty the same may be pointed out to Directorate. 


(xi) Issue of combined All India Seniority List of Inspector Posts from the year 1999-Combined All India Seniority List up to 2001 is ready and will be circulated in near future. Remaining seniority lists will also be compiled and issued in phased manner. 


(xii) Result of PS Gr. B Examination 2012-It has been decided by Directorate that the result will be recast due to some errors in the answer keys of both question papers. Some more IPs / ASPs are likely to be declared successful after recasting. One ASP from Rajasthan circle has already filed CAT case under OA No. 487/2012. 


(xiii)DPC for JTS Gr. A cadre-It was agreed that DPC is delayed. File has already been sent to UPSC for deciding the date for holding of DPC. 

(xiv)Declaration of result of Inspector Posts Examination 2012 (West Bengal circle)-Result is ready for declaration and file has already sent to competent authority for approval. On receipt of approval, result will be declared.

Obituary


It has been brought to the notice of the Association that the mother of Sri. C.P.Rajeevan, ASP, Thalassery Sub Dn  has expired today afternoon.  Funeral will be held tomorrow (5.2.13).  Association conveys its deepest condolences to the bereaved family.

Planning Meeting of PSI

The Planning Meeting of the Trade Union Rights Project organized by the PSI will be held at Hotel Harbour View Residency on 9th & 10th February. The objective of the meeting will be to have a deeper understanding of the planning process and to jointly prepare the project activity plan for this year. A training session on Participatory Planning will also be held on the occasion. Sri. G.Gopakumar, ASP(HQ), Trivandrum South Dn and Smt. J.Sheeba, ASP(Vig),CO, (PWG Members) will represent the Association in the said meeting.
