From the GS desk- updates on various pending issues


1.   Issue of combined seniority list of Inspector Posts from 1998 to 2000 

Today, seniority list is compiled by SPG Division of Directorate and is likely to be released very soon.  

2.   Holding of DPC for promotion to the cadre of JTS Gr. A for the vacancy of 2012-13.

All the queries raised by UPSC were replied by Directorate and suitable date for convening DPC is awaited from UPSC.  

3.   Declination of PS Gr. B promotion and repatriation to parent circle.

Secretary (Posts) has accepted the declination of PS Gr. B promotion of 17 IP Line officers. List is being circulated soon and thereafter supplementary DPC and repatriation cases will be decided on merit.  

4.   Issue of combined seniority list of PS Gr. B cadre  

Representations received from officers have got clearance from DoPT and now DOP will prepare a fresh seniority list at the earliest.
 

India Post to install 3000 ATMs,1.35 lakh mirco-ATMs by Sept 15

Even as its application to start a commercial bank is pending, India Post has drawn a massive plan to install as many as 3,000 ATMs and 1.35 lakh micro-ATMs at the ubiquitous post offices across the country for savings account holders by September 2015, a top official has said.
 
"We will be starting with three ATMs to be installed in New Delhi, Chennai and Bangalore on February 5 and then ramp it up gradually," postal department secretary Padmini Gopinath told a select group of reporters here over the weekend.She said 1,000 ATMs with the India Post branding will be put in within the first year, which will be ramped up massively to 3,000 in the next 18 months.
 
To start with, the ATMs can be used only by 26 crore savings account-holders who save with the postal department, but Gopinath exuded confidence that within six months of the launch, they will get the interoperability permission from the Reserve Bank.Postal savings are worth around Rs 6.05 trillion, which is half the savings in the largest lender SBI and more than double that of the largest private sector lender ICICI Bank.Through interoperability, India Post will join the National Financial Switch, which will benefit India Post account holders to transact at the banks' ATMs and vice versa, she added.
 
India Post has been working with software major Infosys on this project, she added.The micro ATMs will be handheld devices to be operated at the post office level while the ATM will be similar to the one operated by any commercial bank, she added.The postal department, which has 1.55 lakh post offices over 90% of which are in villages, offers the savings account to people across the country and pays an interest of 4% per annum for such deposits. The account offers cheque facility at present.
 
It can be noted that the Department of Posts is fighting a very contentious battle to convert itself into a full fledged bank, asserting that its reach can help achieve the goal of financial inclusion.However, the finance ministry has expressed some reservations about the idea, while Telecom Minister Kapil Sibal has exuded confidence of winning over his Cabinet colleagues to get the go ahead for the 'Postal Bank'.

Directorate vide memo No. 4-2/2014-SPG dated 17/1/2014 have circulated time bound programme to all circles to submit  CRs/APARs of five years i.e. 2005-06 to 2013-14 of the officers who are in the zone of promotion for convening DPC for the promotion to JTS Gr. A cadre for the vacancy year 2013-14.  APMG (Staff) or AD (Staff) of concerned circle will personally hand over the documents at Directorate on prescribed date.

Reminder to Directorate for withdrawal of mandatory service condition for promotion of IPs as ASPs/Group B

Respected Madam,            

          Kindly recall discussion dated 27th November 2013 had with members of this association on the above cited subject. During the course of discussion it was brought to your kind notice that, this Association vide letter dated 21/9/2013 and 17/10/2013 has requested to withdraw the compulsory eligible service of 2 years in RMS/Postal side for promotion to the cadre of ASP and a compulsory service of minimum of 3 years in RMS /Postal side for being eligible for promotion to the cadre of PS Group B. It was explained in detailed to your honour that there is huge difference in ratio of posts between the two sides that would certainly pose practical problems in implementing the orders issued under Directorate memo No. 25-02/2001-PE-I dated 9th September, 2013. I am told that Punjab Circle has already reported this problem to Directorate and sought clarification on this issue pending to which the circle is not ready to convene the DPC for the promotion from IP to ASP unless the mandatory service conditions are relaxed. 

          In this context, I would like to bring to your kind notice that, the then Member (P) and OSD to Secretary (Posts) has assured to re-look into the matter by issuing revised instructions thereon, but till date no revised instructions have been issued. Now the result is that all the promotions from IP to ASP have been blocked by circles minimising the promotional prospects of IPs/ASPs in all the Circles.  

  It is therefore once again requested to either arrange to withdrawal the mandatory condition of service made essential vide Directorate memo No. 25-02/2001-PE-I dated 9th September 2013 or revised instructions may be issued in the interest of the cadre and department as assured during meeting at different level.

Respected Madam,  

          Your kind attention is once again invited towards this Associations letter even number dated 15/7/2013 wherein it was requested to issue necessary instructions to SPG DIVISION to finalise the Recruitment Rules of PS Gr. B cadre early and reduce share of General Line officials from PS Gr. B examination quota i.e. from 6% to 3%. But despite issue of reminder under letter of even number dated 19/11/2013, neither Recruitment Rules of PS Gr. B cadre has been revised nor there is any information with regard to reduction of share of general line officials from PS Gr. B examination was received, thereby, further eroding the promotional prospects of Inspectors causing frustration amongst the Inspectors cadre.  

IP/ASP Association would like to bring to your kind notice that on introduction of Postmaster Cadre, 25% posts in Sr. Postmaster Cadre have been earmarked for HSG-I General Line Officials through promotion. Hence, out of 116 posts of Senior Postmaster, 29 posts have been given to General Line without reducing their share in PS Gr. B cadre. This has adversely squeezed the promotional avenues of IP/ASP cadre, and hence 7 CAT cases were filed and admitted at various branches  

          IP/ASP Association would like to further bring to your kind notice that, Hon'ble CAT Hyderabad Bench in their judgment dated 13/11/2013 (copy enclosed) noted that the applicants who are holding the posts of ASPOs are deprived from appearing for the departmental examination for promotion to the post of Sr. Postmasters, and only Inspectors of Posts which is lower grade post than the ASPOs are allowed to appear for the examination and in case they qualify in the examination, they would become seniors to ASPOs, which posts the applicants are holding and would be an anomalous situation. The contention of respondents that the applicants are holding Gazetted posts in the GP of Rs. 4600/- and as such, they need not be allowed to appear for exam cannot be accepted as the GP of Sr. Postmaster is Rs. 4800/-. The Hon’ble CAT Hyderabad Bench has passed following order stating that, it is made clear that the applicants and the persons similarly placed to the applicants, who are holding the post of ASPOs, shall be allowed to compete in the LDCE for promotion to the post of Sr. Postmasters as and when the recruitment take place, subject to other conditions of eligibility being satisfied”. 

It is to further intimate that this Association has already submitted detailed proposal to Directorate under letter No. CHQ/PS Gr. B/2011 dated 4/7/2011 and 19/11/2012 regarding distribution of quota under each category in the interest of both IP Line and General Line officials but despite series of reminders to Department nothing has been done till this date except inviting 7 unnecessary litigations. It is not understood when a particular incumbent of IP post drawing GP Rs. 4200/- is allowed / eligible to write Sr. PM Examination then why ASPs are not eligible to write the Sr. Postmaster examination as both Posts relates to one and same cadre i.e. IP cadre. Therefore now it is expedient to implement the judgment of Hyderabad Bench.    

In view of above, it is once again requested to finalise the Recruitment Rules of PS Gr. B cadre as per suggestions given by this Association vide letters under reference. In the meantime in order to give effect to Postmaster Recruitment Rule 2010, it is suggested that junior most 29 PS Group B officials recruited against 52 posts and 87 junior most IP Line officials recruited through LDCE may immediately be ordered to post on the posts of Sr. Postmaster by inviting one time option from each as per Recruitment Rules-2010.  ASPs may also be allowed to appear in Sr. Postmaster Examination and share of General Line officials be reduced from 6% to 3% in order to compensate quota of IP Line before notifying the vacancies for the ensuing PS Gr. B examination.  

It is hoped that long pending issue shall be resolved at the earliest.

CO seeks formal approval from Directorate for filling up the PM (IPO line) posts


It has been ascertained that Circle Office has sought formal approval for filling up the 8 PM (IPO line) posts from Directorate. As a result, there would be a slight delay in the completion of proceedings of  promotion of ASPs. The matter is being closely followed up with CO.
