7th Pay Commission – Hike now only in basic pay


   7th Pay Commission implementation will revise basic pay as of now and other revision of allowances after working out by the committee.The government is likely to implement soon the new pay structure for central government employees excluding  allowances, the compensatory perks for all employees.Though some central government employees oppose this exclusion, the finance ministry officials said the Cabinet decided to constitute a Committee headed by Finance Secretary for further examination of the recommendations of 7th Pay Commission on allowances including HRA, transport allowance. 


   The Committee will complete its work in a time bound manner and submit its reports within a period of 4 months, till a final decision, all existing allowances will continue to be paid at the existing rates, they added.No Dearness allowance (DA) will be paid in the new pay matrix (basic pay) as the existing dearness allowance 125 per cent has been merged with the new basic pay.A fitment factor of 2.57 will be applied across all levels in the pay matrices. After taking into account the DA at prevailing rate 125 per cent, accordingly, the salary of all government employees will be raised by at least 14.29 % as on January 1. However, the rate of annual increment has been retained at 3%.The Finance ministry placed the new wage structure in the cabinet on June 29, The cabinet gave nod for the implementation of the recommendations of the 7th Pay Commission on pay and pension benefits to 4.7 million central government employees 5.3 million pensioners. It will come into effect from January, 2016.“The notification of 7h Pay Commission recommendations now will be issued shortly, so the central government employees will get the increased salaries under the new pay matrix from August,” according to the officials.This means though the new pay structure has been in place since January 1, the central government employees will start drawing the increased salaries from August and the arrears will be paid during the current financial year.


     However, there is resentment from Central government employees’ Unions in respect of minimum pay, they are demanding minimum pay Rs. 26,000 instead of Rs 18,000 and 3.68 fitment factor instead of 2.57. The government assured them to consider their demands through a High Level Committee, which will soon be set up and the government will take steps accordingly.It’s notification will be issued within one month after the decision of High level Committee coming stipulated time frame i.e. four months.However, the notification on 7th Pay Commission recommendations, which has been approved by the cabinet, is under process in the Finance Ministry and the Finance Minister Arun Jaitley is pressing hard to issue it very shortly,” they told The correspondent.

7TH PAY COMMISSION SALARY TO BE PAID FROM AUGUST

New Delhi: The central government is going to start payment of salaries to its 48 lakh employees according to 7th Pay Commission recommendations, which are to be paid from from August salary.As per official calculation, no huge amount will be required for the payment of salaries according to 7th Pay Commission recommendations.
The cabinet approved the new pay scales for central government employees on June 29 after considering report of the 7th Pay Commission, led by Justice A K Mathur.“Central government employees could get the revised pay from their August salaries and arrears are to be paid ahead of festival season of Dussehra,” sources close to officials working on the implementation of the 7th Pay Commission report said.
However, all existing allowances to be paid as per the existing rates in existing pay structure, as government referred all allowances including HRA, transport allowance to a committee headed by Finance Secretary for examination of the 7th Pay Commission recommendations on its. The committee shall submit its report within four months. he added.
Shiv Gopal Misra, Convenor, National Joint Council Of Action (NJCA) said that the minimum pay recommended by 7th Pay Commission was not acceptable to the central government employees and hopes that the high level committee, which government will set up to look into raising minimum salary, would do the needful in this regard in stipulated time frame i.e. four months.Mishra also confirmed from the Finance Ministry that the notification on 7th Pay Commission recommendations is under process and it will be issued shortly, payment may be made from August salary.The NJCA is an umbrella organisation of various Central Government employees’ unions, including Railways, post and telegraph, defence, Income Tax and other central government unions.
“The notification of 7h Pay Commission recommendations will be issued shortly, so we hopefully say that central government employees will get the increased salaries under the new pay matrix from August,” a source close to the developments told The Sen Times.Finance Minister Arun Jaitly is also very much ready to issue the notification in this regard shortly, he added.

7th Pay Commission: Know the new salary of central government employees for pay band Rs 9,300-34,800


New Delhi: The Narendra Modi government on June 29 approved the implementation of the recommendations of 7th Central Pay Commission (CPC) on pay and pensionary benefits.

It will come into effect from January 1, 2016. The Cabinet has also decided that arrears of pay and pensionary benefits will be paid during the current financial year (2016-17) itself, unlike in the past when parts of arrears were paid in the next financial year.
The recommendations will benefit over 1 crore employees. This includes over 47 lakh central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.
The new scales of pay provide for entry-level basic pay going up from Rs 7,000 per month to Rs 18,000, while at the highest level i.e. Secretary, it would go up from Rs 90,000 to Rs 2.5 lakh. For Class 1 officers, the starting salary will be Rs 56,100.
The table below shows the new salary of central government employees fall under the pay band of Rs 9,300- Rs 34,800.
 

e-Aadhaar valid document for new mobile connections: DoT


New Delhi, July 13 (PTI) The e-Aadhaar letter or the downloaded version of the card from the UIDAI website, can now be used as a valid identity and address proof document for taking a new mobile connection.

This has been clarified by the Department of Telecom which has also placed the onus of verifying the details mentioned in the e-Aadhaar letter - including name, address, date of birth, gender - from the UIDAI, on the representative manning the point of sale.

The authorised person at the shop will also have to record a declaration saying that the customer details mentioned in the e-Aadhaar letter have been matched with the details received from the UIDAI.

Earlier this year, in a representation to the DoT, COAI Director General Rajan Mathews and AUSPI Secretary General, Ashok Sud had made a case for acceptance of e-Aadhaar as a valid document for issuance of mobile connection.

"It is amply clear that there is no difference in the hard copy of Aadhaar received through Speed Post and the e-Aadhaar taken from the UIDAI website. Therefore, we request your kind intervention to issue requisite instructions and inform...that e-Aadhaar is acceptable," the two industry bodies had said.

At present, there are many applicants who have not yet received the hard copy of their Aadhaar cards through Speed Post, although they may have the electronic copy of their Aadhaar card available through the UIDAI website. DoT's clarification would make it more convenient for such prospective customers to apply for new connections.

7th Pay Commission Notification soon – President of NJCA the joint body negotiated with Govt on 7th Pay Commission matters and General Secretary of AIRF (Railways) reports

After NJCA / Staff Side Associations decided to postpone the indefinite Strike from 11th July 2016 on the basis of Governments assurance that high level Committee would be formed to study the possibility of increasing the Minimum Wage and Fitment Formula recommended by 7th Pay Commission, it was widely expected that issue of notification for implementation of 7th Pay Commission may take some more time. It was reported earlier that there is an even chance for issue of 7th CPC Notification by Govt on the basis of decision of Cabinet pending submission of reports by Allowances Committee and minimum wage & Fitment Formula Committee (which is yet to be formed).

 Now, the President of NJCA (the joint body represented by of all Staff and Unions of Central Government Employees, Railway Employees and Civilian Defence Employees) and General Secretary of AIRF, Mr. Shiva Gopal Mishra has reported that salary for the month of July onward will be based on 7th CPC recommendations approved by the government on 29th June, 2016 with only change that, all the allowances, as admissible at present, will continue till report of various committees set up for different purposes are finalized and that Gazette Notification for implementation of 7th Pay Commission recommendations is expected today or early next week.

Finance Ministry to notify 7th Pay Commission soon

Manoj Sinha takes over as new MOS (Independent charge) Ministry of Communications
Shri Manoj Sinha has assumed the charge of Minister of State(Independent charge), Ministry of Communications in Sanchar Bhawan today i.e. 06.07.2016. In addition, he is already holding the charge of Minister of State for Railways. Shri Manoj Sinha is a Member of Parliament from Gazipur Lok Sabha Constituency, Uttar Pradesh. He was re-elected to Lok Sabha (3rd Term) in May, 2014. Earlier he was elected to Lok Sabha in the year 1996 and 1999. 
A civil engineering graduate from Institute of Technology, Kashi Hindu Vishwavidyalaya, Varanasi, Uttar Pradesh, Shri Manoj Sinha has been active in social and political fields right since his student days. He has extensively worked for the welfare of people in rural areas specially farflung and backward areas. During his parliamentary career, he has been Members of various Committees which include Member, Standing Committee on Energy and Member, Committee on Government Assurances.He takes interest in sports like volleyball, kabaddi and special interest in agriculture.

Directorate has issued list of the officers in the zone of consideration for convening DPC for the promotion to the cadre of PS Gr. B for the vacancy year 2016-17. Also called for vigilance clearance, statement showing details of pending punishment if any and attested copies of APARs from 2010-11 to 2014-15 from all circles by giving target date. Government assures Representatives of Unions representing employees of the Central Government that the issues raised by them relating to the pay scales and other recommendations of the 7th Pay Commission would be considered by a High Level Committee


Representatives of Unions representing employees of the Central Government had met the Home Minister Shri Rajnath Singh, the Finance Minister Shri Arun Jaitley and the Minister for Railways Sh. Suresh Prabhu in the evening of 30th June, 2016.


They had requested that certain issues raised by them in relation to the pay scales and other recommendations of the Pay Commission be allowed to be raised before a Committee of Secretaries looking into different aspects of grievances of employees in relation to the Pay Commission recommendations.The Ministers assured the Union leaders that the issues raised by them would be considered by a High Level Committee. 

Indefinite Strike scheduled to be held from 11/7/2016 deferred.


Today, NJCA members met Hon'ble Home Minister and discussed the issue in depth. He has assured to that the Government will honour the assurances held out to the NCJA leaders on 30th June 2016 and accordingly, the Hon'ble finance Minister Shri Arun Jaitley will issue a Press Statement with a copy of NJCA. Accordingly, in the evening NJCA has received the press communique issued by Hon'ble Finance Minister. The committee set up to look into the matter of minimum wage and fitment formula is expected to submit their report to the Government in the given time frame of not more than four months. In view of these developments, the indefinite strike call which is to commence from 11th July 2016 is deferred till the committee finalise its report.
