Sub: Re-organization of Sub Division- views and suggestions
Sir,
Special CWC meeting of our Association, Kerala Circle was held on 6.3.2009 to discuss mainly relating to the reorganization of Sub Divisions. The views and suggestions emerged in the discussions are furnished as under.
1. There is no rational in upgrading the status of ASPs in the Sub Divisions without upward revision of the pay scale of our cadre. The scale of IPs, ASPs and SPOs should be upgraded to the scales corresponding to the pre-revised scales of 6500-200-10500, 7500-250-12000 and 8000-275-13500 with GP Rs 4600, 4800 and 5400 respectively in the revised pay structure.
2. There should be 2 clerks, 2 mail overseers and one Group D in the Establishment of the office of ASPs in the Sub Divisions, with one clerk to be identified as Business executive.
3. There should be a shift in the selection process of mail overseers. Besides the criteria of seniority cum fitness in selection, some other methods should be adopted like conducting written exam at Divisional level for their selection to upscale their efficiency and performance level. Payment of some compensatory or special allowance has to be thought of so that more number of officials would be willing to write the exam.
4. Office accommodation should be spacious enough to accommodate the proposed establishment.
5. ASPs in the Sub Divisions should be conferred with financial powers to spend monthly @ Rs 5000/- recurring expenditure
6. Hiring of 4 wheelers for tours should be permitted.
7. ASPs should be conferred with more administrative powers for appointment of Group D, Postman and all classes of GDS in the Sub Division and disciplinary powers for awarding all penalties to Group D and Postman and for awarding minor penalties to Postal Assistants.
8. In Divisions where the posts of ASP (OS) and ASP(OD) are provided and if one of the posts has to necessarily to be downgraded by virtue of up-gradation of IP post in the Sub Divisions, the Post of ASP(OS) has to be retained.
