Today our Circle Secretary represented the Association in the bi-monthly meeting held at the chamber of DPS(HQ). The items taken up and the gist of the reply is as follows:
Item No.1: 1. Difficulties in the process of joint
verification related to GDS appointments- As
per instructions issued from Circle Office (CO letter No. VIG/23/HQ/160/2011
dated 24.4.2012) verifications related to GDS
appointments are now being conducted jointly. As per para 12 of the said
letter, verifications/cycling test related to appointment to a single post can
only be carried out in a day. This restriction imposed, especially in conducting
cycling test causes much practical difficulty to the Sub Divisional Heads in so
far as the process of conducting verification/cycling test has become much time
consuming. Hence para 12 of the said
letter may be modified and provision may be made for conducting
verification/cycling test for more than one posts in a day.
Reply: The said instructions were introduced to bring about more transparency into the system of recruitment. The issue of modifying para 12 will be examined.
Item No.2: Filling up the posts of IP (PG) in Southern
Region-Almost
all the post of IP(PGs) are lying vacant in SR. Sub Divisional heads are
finding it difficult to enquire into public complaints amidst their other
duties. Hence, action may be initiated for filling up all the vacant IP PG
posts. If not, direction may be given to Divisional Heads to fill up these
posts on officiating basis.
Reply: Instructions have already been given to all the Divisional Heads to fill up the IP PG posts by way of officiating arrangements. The said instructions will be reiterated.
Item No.3: Lack
of proper storage facilities in Sub Divisional Offices-In almost all the Sub Divisional Offices,
proper storage facilities for keeping confidential records and files in safe
custody are not available. Action may be caused to provide a double lock
almirah or an electronic safe to all the Sub Divisional offices.
Reply: Necessary directions will be given to the Divisional Heads in this regard.
The issue of non-payment of PLI-RPLI incentive to the Sub Divisional Heads/GDS and the need for an IQ at Trivandrum being the Circle Headquarters was also taken up. DPS(HQ) assured to look into the matter and take appropriate steps in consultation with the DDM/Chief PMG.
