Respected madam,

The CWC was convened on 25/2/2010 at Thrissur. Due to the pressing engagements of the present circle secretary, Sri MP Nirmal Kumar, in his official duties, the CWC decided unanimously to nominate Sri P.Ajithkumar, ASP Perinatalmanna and presently Asst CS as the working circle secretary and delegated all the powers, duties and responsibilities of the CS, as envisaged in the byelaw and constitution of the association to him ,till the next circle conference is held in May 2010.

It is, therefore, intimated that Sri P.Ajithkumar will represent as the Circle Secretary of the Association in all organizational matters. It is also requested to address him in all future correspondences relating to the Association matters. The HQ of the Association is also temporarily changed to Perintalmanna

Maharashtra Chief Postmaster General held on bribery charge

The Chief Postmaster General of Maharashtra and Goa was on Thursday arrested by the CBI for allegedly taking a bribe of Rs. 2 crore for transferring a piece of government land to private parties.

Manjit Singh Bali was apprehended by the anti-corruption wing of the Central agency, officials said.

Mr. Bali had allegedly taken the bribe to transfer land meant for post offices to private parties, they said.

Merger of IP & ASP

Reply by GS about merger of IP and ASP cadre

Dear Nirmal,

IP will definitely get 4600.But it is linked with merger of IP & ASP. DG is not in favour of merger. That is why she has recommended higher garde pay for all the three grades ie. IP/ASP/PS Gr B. If MOF agrees well and good. Otherwise we have to accept the merger. But we should support the gesture shown by the Dept. Because ASP/SP are our promotional posts.General line officials have LSG, HSG-II, HSG-I and PS Group B. IPoS officers have JTS, STS, Director, Selection Grade Directors, PMG, Chief PMG, Member and DG. They get pay fixation in all stages. We have only two grades ASP & SP.. If it is merged what is left behind? So do not agree for anything in a hurry. Let us try and get the best.

Transfer of lady IPs to home circle

Directorate vide letter No. A-34013/01/2009-DE/SPB-II dated 05.02.2010 has permitted transfer of Surplus/direct lady Inspector Posts to home circle under the provisions of Rule 38 relaxing the minimum service and also subject to certain other conditions. PMs cadre


The Postal Department is more than 150 years old and the qualification for feeding cadre (Postal Assistant) to this Department was only Matriculation. Recently, the qualification for Postal Assistant has been changed as Higher Secondary with some basic computer knowledge.

These officials are promoted to LSG/HSG-II/HSG-I Postmasters as per seniority and the service to the public is depend upon these cadre only. Fast track examination conducted for LSG promotion was also stopped due to various reasons.

However to improve the efficiency further and to cope up with the present technlogical issues, Department has issued orders vide Order No 13-2/2010-PE-I dated 3.2.2010 to constitute Postmaster Cadre which is reproduced as follows:-

It has been decided with the approval of the Competent Authority to constitute a separate cadre of Postmasters with following number of posts by carving them out from the existing General Line Cadre Posts and Postal Services Group - B of Postal Wing and to designate them as Senior Postmaster, Postmaster Grade-III, Postmaster Grade-II and Postmaster Grade-I as detailed below:-
