Appraisal Meeting at C.O

The appraisal meeting called by the Circle Administration will be held on 24.1.11 in Circle Office at 10.30 Hrs. All the Association office bearers and the working committee members are requested to attend the said meeting.

Scooter and Car mileage

It has been brought to the notice of the Association that different rates of scooter mileage are followed by the divisions. Some of the divisions are following the rate of Rs.4.5 per Km, some others Rs 5.5, while in some Divisions the rate followed is Rs 6/- per Km. The actual rate communicated through the Gazette Notification of Transport Department ( 3rd Nov 2008) is Rs.6/- Even this has been revised pursuant to the recent revision of rates. All members are requested to communicate the rate followed in their respective divisions so that the issue can be taken up with the Circle administration to ensure uniform rate all over the Circle.

Appraisal meeting to be held on 17.1.11- postponed

The meeting of our Association members called by the Circle Administration on 17th January has been postponed in connection with the visit of the MOS. The revised date will be intimated in due course.

Meeting/Workshop held at EKM on 8.1.11

As announced, a meeting cum workshop of our members was held at Hotel K.K.International Ernakulam on 8.1.2011. Our Circle Secretary, Treasurer, All India Organizing General Secretary and Asst. Secretary were present on the occasion. A total of 45 members attended the function. The present scenario unfolding before us on the wake of the notice given to the administration for trade union action from February, 2011 if the issue of Grade Pay is not sorted out was discussed in detail. The issue of creation of Postmasters cadre was also discussed. All the members vowed to rally behind the Association for any course of action. A resolution on the issue of Postmasters Cadre, requesting the Chief PMG to cancel the orders issued by the Circle to identify 8 IPO line posts contrary to the instructions on the subject, was passed in the meeting. A copy of the resolution will be handed over to the Chief PMG today.

Classes were handled by Sri. T.M.Krishnaswamy, our All India Organizing General Secretary & ASP (Vig) C.O and Sri. M.K.Ramesh, ASP (CS), C.O. The cases were conducted on various issues like Conduct Rules, Inspections, Loss and Frauds, disciplinary proceedings etc. The classes received wide appreciation from the participants especially from those members who have recently joined as IPs. All the members requested for more sessions like this in future also which will be considered by the Association.

The Association would like to place on record its profound gratitude and appreciation to Sri. Krishnaswamy and Sri Ramesh for their efforts in conducting the classes in such an effective manner. Efforts taken by Sri. B.Padma Kumar, Asst. Secretary for organizing this meeting is also deeply appreciated. The Association would also like to appreciate all the participants especially the fresh IPs/ASPs who have shown a deep sense of interest and urge to attend the classes. Association would like to assure all the members that such classes/workshops will be conducted at regular intervals which will also serve as a venue for interaction with our members.

Copy of the resolution passed in the meeting is furnished below:

‘ALL INDIA ASSOCIATION OF INSPECTORS AND ASSISTANT SUPERINTENDENTS POSTS expresses its strong protest and indignation against the move of the Circle Administration to identify the 8 IPO line posts in Kerala Circle as part of implementing the scheme of creating a separate cadre of Postmasters. (Postmaster Grade III) in total violation of instructions contained in Directorate letters No. 4-17/2008-SPB-II dated 22.11.2010 and 25.11.2010 which clearly stipulates that the cadre of postmasters will be made by carving out the posts from the existing general line cadre posts (emphasis supplied).

As such, the Association requests the Circle administration to immediately recall and cancel the orders issued to identify the IPO line posts for Postmaster Grade III.

Sub: Identification of Posts of HSG I (IP Line) for Postmaster Grade III in Kerala Circle –reg.

Ref: Directorate letter no. 13-2/2010-PE I dt. 25.11.2010

Respected Madam,

It is brought to your kind notice that Chief Postmaster General, Kerala Circle has identified all posts of HSG I (IP Line) for Postmaster Grade III in violation to instructions of the Directorate letter cited in the reference. Due to this there is great resentment among IPs/ASPS of Kerala Circle. Your good self is well aware that all posts of Postmaster Grade I, II and III are to be carved out from the existing General Line cadre posts. At present 141 posts of HSG I are earmarked for the IP Line officials which are part of promotional avenue for the Inspectors, Posts. Other Circles are carving out only from the existing General Line posts.

2. In view of the above, it is requested to kindly arrange for issuing directions to the Chief Postmaster General, Kerala Circle that only HSG I posts of General Line cadre should be identified for Postmaster Grade III and not HSG I posts of IP Line.
