The items for discussion in the next Four Monthly meeting are furnished hereunder:

1. Split duty hours for Postmasters of ASP cadre in Central Region:

 Split duty hours have been imposed for Postmasters in three of the Head Post Offices in Central Region causing much inconvenience to those ASPs working in these offices. Such a practice is now prevalent in Central Region only whereas in all the other two regions continuous duty hours are in vogue. The practice of split duty for Postmasters in Central Region was stopped from 10.04.2002 vide RO letter No. Est/3-9742 dated 1.4.2002 and there appears to be no justified reason for introducing this practice again. Moreover, split duty allowance is limited to Group C and D and as such, our members are made to do split duty without any allowance. Orders may be issued to maintain status quo anti.
    
2. Reimbursement of Food Bills while on tour:

Sub Divisional Heads are at present facing difficulties in getting their food bills reimbursed as per the revised TA Rules due to the fact that in rural areas bills for meals taken in Hotels/Restaurants/Dhabas are not provided by the establishments resulting in non-admission of TA claims by the respective DDOs. Tamil Nadu Circle had recently issued an order stating that in case wherein receipts cannot be obtained, a certificate in respect of expenditure incurred on account of food bills can be furnished by the touring officer in the prescribed format. Such a practice may be allowed in our Circle also.  

 3.Reimbursement of Mobile charges for IPs/ASPs

 IP/ASPs in Kerala Circle are being given mobile reimbursement at different rates. In CO IP/ASPs are getting monthly reimbursement of Rs 650/- while in Divisions only Rs 330/- is being given. In many Divisions such reimbursements are not at all given. In Tamil Nadu and other Circles monthly reimbursement at the rate of Rs 750/- is being given. In Karnataka they are following CUG plan. Orders may kindly be issued for reimbursement of mobile charges to all IPs/ASPs across the Circle at the minimum rate of Rs 750/- per month.
