MINUTES OF 44th BIENNIAL CONFERENCE HELD
AT KUMARAKOM ON 4.8.18
The 44th Biennial Conference of
the All India Association of IPs/ASPs Kerala Circle was held at Royal Riviera
Hotels & Resorts, Kumarkom on 3rd & 4th August,
2018. The subject committee meeting in connection with the Biennial Conference
took place on 4.8.18 at 9.30 hrs. More than 75 members took part in the subject
committee which was was presided over by Sri. Ajith Kurian, Vice President in
the absence of the President Sri. P.K.Sivadasan. Circle Secretary Sri. S.Nandakumar and
Treasurer Sri. G.Gopakumar were also present.
(ii) Vice President read out the agenda for the GB. The minutes of
the 43rd Biennial Conference held at Alappuzha on 21/22.5.16 was
read out by the CS which was approved by the house. Thereafter the CS read out
the Biennial report for the period from 1.4.16 to 31.3.18. Various points like
All India Conference held at Rajgir on 9/10.2.18, All India CWCs, Cadre
restricting of Inspector Posts Cadre, LDC for promotion to IP Posts, Amendments
to the Constitution, DPC for PS Group B, LDC for PS Group B, Circle
Conference/CWCs, retirements, Four monthly/Bi-monthly meetings with Chief
PMG/PMGs, Relation with Administration and other unions/associations were
included in the Biennial report. After detailed discussions on major issues by
the members, the Biennial report was unanimously approved by the house.
(iii) The audited accounts of the Association for the period from
14.16 to 31.3.18 was presented by our Treasurer. As per the report, the Opening
balance was Rs 14,459 and the CB was Rs 1,95,695/=. Sri. Joymon our previous
treasurer informed that he had received emos to the tune of Rs 6000 which he
would be transferring to the Associations account which took the CB to over Rs
2,00,000/-. The report was approved by the house.
(iv) Next the CS gave a brief of the All India Conference held at
Rajgir on 8/9.2.18. A three member delegation under CS had represented our
Circle in the conference. Various issues like 7th CPC report, cadre
restricting, Grade Pay issue, PS Group B examination etc were discussed in
detail in the AIC. Sri. Rajiv Kumar from Bihar was elected as the new General
Secretary and Sri. Manjunatha of Karnataka as the President. Much to the pride
of our Circle, Sri. Aji Kumar was elected as the Vice-President. It was decided
to hold the next CWC at Ranchi & next AIC at North East.
(v) Thereafter, CS explained in detail about
the cadre restructuring proposal submitted before the Directorate. Members
expressed their concern over the fact that no cadre review has taken place for
the last 35 years in our cadre. This is when more than six cadre reviews have
been carried out for other elated cadres. In the year 2012 this Association was
called for to attend meeting in connection with Organizational Restructuring in
Department of Posts and in the said meeting a detailed proposal was submitted
by our GS. Major recommendations include upgradation of major class II
divisions to Class-I Division, upgradation of identified ASP posts in
CO/RO/NSHs/CPCs etc to PS Group B, formation of a circle/regional squad for
inspections etc. The proposals were
mooted with an aim to reduce stagnation and to improve the promotional
prospects of both IPs/ASPs. Both Vice president & CS expressed hope that
the proposal will be implemented at the earliest.
(vi) As
regards the CAT case relating to Grade Pay, CS explained that a case filed by a
group of our Members related to Grade Pay pursuant to 7th CPC
implementation is now pending before CAT Ernakulam Bench. Another case filed by
CHQ on this matter is pending before the Principal Bench New Delhi. The house
urged the applicants to pursue the case vigorously as to ensure a positive
outcome.
(vii) Regarding LDCE
for promotion to the cadre of PS Group B, CS informed the house about the
PS Group B Examination conducted for the
year 2012- 2017 conducted on 18.12.2016. Result was declared on 10.4.18 and
much to our delight and pride, 14 of our members have been declared qualified
from our circle. The house congratulated all the successful candidates
especially S/Sri. Manoj, Sarada, Smitha Sagar, Joymon & our CS Nandakumar
who were present on the occasion.
(viii) In connection with the PS Group B examination, the representations
received by the house from some of the qualified candidates were again taken up
by the subject committee. The request made by the members to withdraw the case
was discussed in detail. Sri. Ajith Kurian the applicant in one of the two OAS
informed the house that his OA was filed for a genuine cause viz for conducting
separate year-wise examinations even before the examination was held and that
his case was in its last stage and as such the question of withdrawal did not
arise. Sri. B.Padmakumar one of the applicant in the other OA explained the
circumstances and the grounds on which the case was filed. He explained that
the case was neither against the passed candidates nor against the examination.
The case was against the encroachment of vacancies on the DPC quota which has
practically ended the aspirations of senior members for a regular promotion to
PS Group B. Sri. Padmakumar urged the Association to support their fight for
justice as this was an issue which would affect the promotional prospects of
all the members.
(ix) As regards regular promotion to PS Group B, CS informed the house
that after a series of
correspondence and enormous pressure exerted by our Association by frequent
meetings with Secretary(P), Member(PP, DDG(P) & Director (Staff), regular
DPC was convened on 9.12.16 and result
of the said DPC circulated vide memo No.9-14/2016-SPG dated 9-12-16.Thereafter
no DPC was held due to court case .However Directorate vide memo No.9-14/2016-SPG dated 7-9-17 has released the result of extended panel formed in the DPC for
promotion to the cadre of PS group B
against the vacancies of 2016-17 in which 18 officers are promoted to PS group
B cadre.GS has been constantly pursuing the issue for conveying of DPC for the
year 2017-18 with Directorate.
(x) Regarding combined seniority list, CS
informed the house that draft list has been published for the year 2002 and
thereafter no list has been published by Directorate.
(xi) As regards organization review, CS urged
the members to make it a point to attend meetings and conferences so as to show
the strength of the Association. Vice President also reiterated this aspect. He
made it clear that our association is working within lot of limitations and
cannot be compared to other service unions which have backup from trade unions.
As such, our limitation in numerical strength is to be overcome by our unity.
(xii) Financial position of the Association was
explained by our Treasurer. He urged the members to contribute wholeheartedly
during times of need. VP stressed upon the importance of ensuring receipt of
subscriptions from all the members for which CWC members can play a crucial
role by way of effectively liaising with the respective divisions and DDOs.
(xiii) The resolution drafting Committee under
its Chairman Sri. N.Anilkumar presented Two resolutions, one urging the Chief
PMG to impart comprehensive training to the members so as to equip ourselves
with the induction of latest projects and another one requesting Chief PMG to take
a lenient view on the trend shown by the administration to issue charge sheets
to the members for contributory negligence considering the present workload of
the Sub Division. Both these resolutions were unanimously passed by the house
and it was decided to forward the resolutions to Chief PMG.
(xiv) CS admitted that the operation of our
Circle Blog was not being done satisfactorily and urged the new body to take up
this issue and ensure proper updation of the blog in future.
(xv) Election of office bearers was held in a cordial atmosphere. Sri. M.K.Prakash was elected as the President & Sri. Ajith Kurian as Circle Secretary. The following are the list of office bearers selected by the house.

(xvi)Vice President informed the house that he has received a message
from the Hon’ble Secretary (Posts) conveying his best wishes for the
Conference. Message from Sri. A.N.Nanda, Secretary (P) was read out much to the
delight of all members. The house placed on record their gratitude and thanks
to Secretary (P) for the message and goodwill shown by him towards our cadre.
(xvii) The house entrusted the next office bearers to decide on the
venue of the next Biennial
Conference. The meeting ended with a summing up by the newly selected Circle
Secretary Sri. Ajith Kurian, address by Sri. M.K.Prakash, newly elected
President and vote of thanks by Sri. S.Nandakumar, outgoing Circle Secretary.
The Subject Committee was followed by the Open Session which was attended by
Chief PMG, PMG (CR), DPS(HQ), Secretary Officers Assn, Secretary Stenographers
Association. Lunch, Group photo and boat
ride followed. The day’s event came to an end by 5.00 PM.
