Meeting of Divisional/Sub Divisional Heads at Trivandrum

CO has called for a Business Meet of all the Divisional/Sub Divisional Heads at Thiruvananthapuram on 2.11.12. The venue of the said meet will be Hotel Chaitram, Thampanoor from 10.00 to 17.00 hours. The tentative agenda of the said meeting will be as follows:

(i)Overall revenue targets and achievements up to the 1st  fortnight of October, 2012

(ii)Savings Bank:
                         (a)Special drive to open new accounts
                         (b) 100% POSB coverage for 100 villages project

(iii) Routing of Social Security Benefits currently disbursed through eMOs, through POSB/Bank Accounts

(iv)PLI/RPLI: Performance review and related issues

(v)Special incentives to increase revenue under e-payment, logistic post and parcel packaging service.

(vi)Delivery related issues: High % of non-delivery of mail and non-updation of delivery status of speed post, registered and foreign accountable mails.

GS writes to DG Posts on conduct of PS Group B Examination

Respected Madam,
          It is brought to your kind notice that result of above captioned examination was declared by the Department vide No. A-34013/03/2012-DE dated 17th July, 2012 but no separate marks for paragraph writing were shown in the tabulation sheet whereas it was mentioned earlier while declaring result of PS Gr. B Examination 2011 vide memo No. A-34012/01/2011-DE dated 23rd June 2011. Due to unclear position, it is difficult to identify the weak areas and strong areas, thus, there is great resentment amongst the aspirants on this account. It is also an admitted fact that PS Group “B” recruitment process has always been in controversy inviting litigations and repeated references by this associations. But unfortunately department has chosen its ways and convenient means to declared results without affording equal opportunities to members and without waiting the outcomes of Hon’ble administrative Tribunal. Pick and chose policy in the name of examination through this system can not be ruled out as such this association has reservations over the examination system.
          This Association would also like to further state that, answer keys published by Department for certain questions do not have proper and correct answers. Apart from it, a few questions were repeatedly put in the same question paper. The irregularity is a matter of serious concern and necessarily required to look into. 
          It is therefore urged that necessary instructions may please be issued to DE Division of the Directorate to publish separate marks obtained in paragraph writing in Paper-I to maintain transparency in communication of marks. It is further requested to take steps to delete the wrong questions from the question papers and declare the result of above captioned examination accordingly to avoid litigations if any arising in the context.

Working Committee meeting postponed to 10th November

 In view of the Review Meeting (SB & PLI/RPLI) of all Divisional/Sub Divisional Heads called by CO on 2.11.12 , the Working Committee meeting of our Association/PSI workshop on TUR has been postponed to 10.11.2012 (Saturday). All the working committee members are requested to note this change and attend the meeting.

Central Government closed holiday for Bakrid


The closed holiday on account of Idu'l Zuha (Bakrid) will be observed on 26.10.12 (Friday) instead of 27.10.12 (Saturday) in Kerala Postal Circle.

Group B DPC - update


It is learnt from Postal Directorate that, CRs / APARs from following Circles are yet to be received:

Grade Pay case -update

It is reported by Mr. Permanand, ASP (PMU) that he has received response from Ministry of Finance on his RTI application dated 13/9/2012 filled for providing relevant copies of notes sheets of files dealt at MOF / Department of Expenditure i/c/w up-gradation of Grade Pay of Inspector Posts from Rs. 4200/- to Rs. 4600/-.  He was asked to deposit charges for supply of photocopies of requisite information sought under RTI and he has already credited the same. He further reported that the copies of the notes sheets may be received by next week. CHQ has decided to support Mr. Permanand fully.

Enhancement of monthly subscription from Rs 30 to Rs 50

As all members may be aware, Postal Directorate vide letter No. 15/4/2002-SR dated 12/07/2012 (already circulated to all Divisions) has approved amendment to Article 38 of the Constitution of our Association enhancing the monthly subscription per member from Rs 30/- to Rs 50/-.
 Accordingly, monthly subscription to be recovered by DDOs from the members of our association is now Rs 50/-. It is reported by many members that, DDOs are still deducting monthly subscription of members at old rate i.e. 30/-. It is therefore requested to all members to request their DDOs to deduct Rs. 50/- p.m. from pay and allowances from July, 2012. All those members who are working as ASP(HQs) are requested to circulate the above said Postal Directorate letter among the concerned DDOs and ensure correct deduction of monthly subscription and its remittance to Circle Treasurer.A letter in this regard is also being given to Chief PMG in this regard.

Kerala delegation at Shirdi



CWC at Shirdi- brief report



As announced, the CWC of our Association was held at Shirdi on 12th and 13th of October, 2012. A five member delegation consisting of the following members represented Kerala Circle:

A total of 17 Circles participated in the CWC which witnessed active discussions and deliberations. The pivotal issue which came up for discussion was the Grade Pay issue in the wake of the rejection of the demand for GP of 4600 for IPs by the MOF. After threadbare discussions, it was decided to pursue the matter further in the Court of Law by filing a fresh case before the Hon'ble CAT Ernakulam Bench as per the advice of the Advocate. In the new case, the speaking order to be issued by the DOP will be put under challenge. It was also decided that the Association represented by the GS will implead as one of the applicants in the case. The CWC also decided to offer all financial help in the conduct of the case. For this purpose, all the small Circles will contribute Rs 5000 each and bigger Circles Rs 10,000 each which is to be forwarded to the CHQ by the end of this month itself. Further action will be taken immediately on receipt of the speaking order from the DOP. Kerala Circle assures all support and co-operation to the CHQ and Sri. Permanand in pursuing the case at CAT Ernakulam.

Permanand writes to GS on grade pay issue

Copy of letter given to GS by Sri. Permanand on the grade pay issue/CAT case is reproduced below for information of all members:

Dear friends,
The official rejection letter of the proposal for upgradation of Grade Pay is yet to be received from the Department. However, the case has been discussed with our counsel at Ernakulam. As suggested by him, we have to challenge the rejection of Grade Pay hike by MOF before the Hon’ble CAT. As informed by the counsel, since the judgment in the earlier OA 381/2010 had been delivered by the Ernakulam Bench itself and arguments in detail was also held last time, we may expect the final order in our case within four months of filing the OA.

2. We have received the information from DoP under RTI along with the copy of the note sheet. As per the information received, the issue regarding grant of Grade Pay of Rs.4600/- to Inspector (Posts) was examined by DoP and forwarded to Ministry of Finanace and the claim was finally rejected under MOF, D/o Expenditure UO Note No. 6(7)/E.III(B)/2010 dated 24.08.2012. Hence, we will not wait for the official rejection letter. However, some of the documents have been asked from MOF under RTI on the basis of remarks noted by them on the DoP file. So, we are planning to challenge the rejection of Grade Pay hike by MOF before the Hon’ble CAT Ernakulam Bench by the end of this month or maximum by first half of November’2012.

3. We have shared the available documents with our counsel and discussed the case over phone. Further, Sh. Anto ASP, RO Ernakulam visited the counsel office at Ernakulam. Cooperation by Sh. Ajit Kurian, Circle Secretary, Kerala Circle and Sh. Anto is very much appreciated. As per the discussion held with the counsel, All India Association of Inspectors & ASPOs may become a party in this case, if they desire so. The cost of this case is expected 1 - 1.2 lakhs. If the Association wishes to finance for the case, they may do so. Otherwise, plan for collection of fund will be informed in the blog later on. Decision in this regard by the Association may be taken in the CWC meeting scheduled to be held on 12th & 13th October’2012. Our GS has already been requested through email as I am not in a position to attend the CWC meeting due to some unavoidable reason.

4. RTI Information received from DoP has already been shared. Following information have been asked last month under RTI from Department of Extpenditure, MOF:
a) What was the basis of evaluation by the 6th Central Pay Commission (CPC) for granting common pay scale/grade pay for the cadres in Grade pay of Rs.4200 & Rs.4600. The comparative Analysis report / Evaluation sheet of 6th CPC for all cadres in Grade pay Rs. 4200 & Rs.4600 may please be provided.

b) The details of the basis for increase in pay scale of Inspectors CBEC/CBDT from Rs.5500-9000 to Rs.6500-10500 w.e.f 21.04.2004 along with the note sheet of the relevant file may please be provided.

c) The details of the basis for increase in pay scale of Assistants in CSS from Rs.5500-9000 to Rs.6500-10500 w.e.f 15.09.2006 along with the note sheet of the relevant file may please be provided.

d) Documents available for establishing the “Traditional Parity” / wholesale identity between Inspectors CBEC/CBDT and Assistants in CSS may please be supplied.

e) What was the basis of job evaluation carried out by the 5thCPC & 6thCPC for Inspector (Posts) and granting equal pay scale/Grade pay to Inspector (Posts) and Inspectors CBDT/CBEC & Assistants in CSS ? The copy of the related documents may please be supplied.

f) The details regarding comparison of “Duties & Responsibilities” of Inspectors CBDT/CBEC and Inspector (Posts) may please be provided. Whether, on the basis of that comparison, the Inspectors CBDT/CBEC and Inspector (Posts) may be placed in the same pay scale/grade pay? If not, the details of the reasons may also be furnished.

g) The details of the feeder cadres and their promotional cadres carrying the same grade Pay, under all Ministries /Department of the central Government, may please be provided. The policy adopted at the time of promotion to a post carrying the same Grade Pay may also be intimated.

h) The details of the action taken till date on the order of the Hon’ble CAT Ernakulam Bench dated 19.10.2011 in OA No.381/2010 (wherein Secretary, Ministry of Finance was the first respondent) regarding upgradation of grade pay of Inspector Posts from Rs.4200 to Rs.4600 may please be provided. Copy of the note sheets of the relevant file of the Department of Expenditure may also be provided.”

PS Group B DPC- Update

Today, it is learnt from Directorate that, the calculation of vacancy position for holding of DPC for the the promotion to PS Gr. B cadre is still  under process. The date of joining in PS Gr. B cadre by recently passed PS Gr. B officers through LDCE have already been called for to decide the repatriation cases of officers before DPC. DPC for promotion to JTS Gr. A cadre will be held before the DPC of PS Gr. B cadre, so that good number of vacancies in Gr. B cadre are expected.

Deposits growth slows down as banks cut rates: RBI data

MUMBAI: With banks cutting interest rates on deposits, funds mobilised by them dropped during the fortnight ended 21 September, the latest Reserve Bank of India data shows.

Deposits mobilised by banks dropped Rs 30,152 crore while loans went up Rs 16,795 crore in the period under review. On a year-on-year basis, deposit grew 13.66% compared to RBI's projection of 16%. While annual credit grew 16.4%, compared to the central bank's projection of 17% for the year.At the system level, while credit growth has been more or less in line with the projections of the central bank, deposit growth has lagged this year.

As a result of lower deposit mobilisation, banks' investment in government securities or instruments that form part of the statutory lending ratio fell Rs 32,426 crore.The country's largest bank State Bank of IndiaBSE 1.47 % has slashed deposit rates by 50 to 75 basis points. One bps is 0.01%. As per the new base rate system, this will give the bank room to cut lending rate as well. Private banks like ICICI, Axis BankBSE 2.46 % and HDFC BankBSE 1.64 % have cut deposit rates by 50-75 points.

GPF Account information to be available online


Office of the Controller General of Accounts coming under Ministry of Finance has issued an important OM for implementation of an online facility for all Central Government Employees having General Provident Fund (GPF) Account to get the information regarding their GPF Accounts directly from Internet.   The subscribers will be able to view the current status of their request for GPF Withdrawal, Advances, Final Payment, Deposit Linked Insurance Scheme (DLIS), and Transfer Out and balances, etc.  Presently this system available to GPF Account holders coming under four PAOs of CISF, Ministry of Home Affairs and PAO (NIC).

As a step towards implementation this online GPF account information facility to all GPF Account holders, CGA has instructed all PAOs to capture the PAN Number details of all the GPF Accounts opened in their COMPACT database and also update their Date of Birth, Date of Joining Govt. Service and Date of Superannuation so that the multiple account numbers of a subscriber could be mapped and Unique ID could be allotted.

IRDA to bar arbitrary hike in renewal premium on health policy

NEW DELHI: Insurance regulator IRDA will soon come out with guidelines to prevent insurance companies from arbitrarily hiking renewal premiums on health policies under which benefits had been claimed previously.

"We have seen that if a party makes a claim in a given year, it is likely that the insurance company may increase the premium because you have made a claim.

"To some extent it means they are doing underwriting at the time of the claim. And that is not the way you do underwriting. That is what we are bringing it in draft regulations," Insurance Regulatory and Development Authority (IRDA) Chairman J Hari Narayan said at a CII event here. The IRDA said the norms would be part of the overall guidelines for the health insurance sector. Hari Narayan said while changing the premium, the insurers will have to take into account the experience of the entire class and not only individual. "The way it will be fashioned is when you are loading the premium, the loading cannot be on the basis of individual claim experience, it will have to be based on the behaviour of the entire class," he said.

Hari Narayan said the insurance company would have to assess the health risks of a policyholder at the time of selling the policy, as happens in most countries. "In health insurance, the problem is if you really want to assess what the health risk is on a given prospect, it requires quite a lot of time and medical intervention. So people (insurers) tend to do this later. They do it when a claim comes. I think that will change," he said. The health insurance sector grew by 33 per cent in the first six months of the current fiscal, up from 23 per cent last year.

India emerges as top 25 leading exporters in world: WTO chief Pascal Lamy

WASHINGTON: India has emerged as one of the top 25 leading exporters in the world along with countries like Brazil Mexico and Malaysia, WTO chief Pascal Lamy has said.

"In addition to China, many new trading powers have emerged -- Brazil, India, Mexico and Malaysia are all in the top 25 leading exporters' table and all posted export growth of 15 per cent or better in 2011, " Lamy said at the Brookings Dialogue here. He said developing countries' share has increased to about 50 per cent compared to around 33 per cent of the global trade in 2008. Also trade as a share of the world GDP has risen from roughly 40 per cent in 1980 to around 60 per cent today.

However, Lamy said that increasing use of non-tariff measures by different countries are impacting trade. "...governments are implementing a variety of non-tariff measures which impact trade flows, sometimes profoundly," he said on October 1. These measures are regulatory in nature and are aimed at protecting consumers' health and safety, he added. They include standards, testing and certification procedures. "But removing these types of regulations is often neither desirable nor politically feasible," Lamy added.

The challenge before the WTO and other multilateral organisations is to reduce such discrepancies so that they do not conflict and unnecessarily restrict trade, he said. Besides, regional or bilateral preferential trading arrangements may include elements not covered by the WTO agreements such as social and environmental standards, recognition of standards or qualifications. "There is a danger that the regulatory elements of each accord may not only differ but clash, creating perhaps unintended but very real barriers to trade," Lamy said.
He emphasised the need for global co-operation to address these measures.

Nokia mulls selling its Finland headquarters

HELSINKI: Struggling Finnish mobile phone manufacturer Nokia might sell its headquarters on the outskirts of Helsinki, a senior company official was quoted as saying on Wednesday.

"We are exploring different options for our property assets. This includes a possible sale of our headquarters," Nokia's financial director Timo Ihamuotila told the Finnish daily Helsingin Sanomat. "However we have no plans to move our head office," he added. The sale of property by a company which then rents the same assets from the buyer is a well-established strategy used by companies needing to raise cash.

Nokia, once the leader in mobile phones, has been losing market share as consumers move to smartphones powered by Apple's iOS or Google's Android operating system. It has tied its future to using Microsoft's Windows Phone smartphone operating system, but has yet to produce a major hit with consumers. The company, in the midst of a major restructuring plan, posted a net loss of 1.4 billion euros ($1.8 billion) in the second quarter of this year, but had a cash pile of more than 4.0 billion euros. The company built its steel and glass "Nokia House" head office on the coast in the Helsinki suburb of Epsoo in the 1990s when it was enjoying spectacular growth. The Finnish daily Ilta-Sanomat said without citing sources that the building is worth between 200 million and 300 million euros.

Revised Speed posts tariffs

Speed Post service was introduced by Department of Posts in August, 1986. Department of Posts is getting his maximum revenue through this service. Speed Post charges was last restructured during the year 2007.    The operational cost of Speed Post was increased day by date and there is need for enhancement of tariff.
