Association writes to CPMG on ASP/PS Group B promotions

Association addressed CPMG on ASP/Gr.B Promotions Letter reproduced below for information of all members.

At the out set, on behalf of the Association, I would like to express my sincere gratitude and appreciation for payment of PLI incentive to the members of our Cadre even though the payment was part. It is requested to order payment of the remaining part also especially for the financial year 2007-2008.

I would like to submit before you 2 more issues which require your immediate interference and favourable action.

1. The DPC for promotion of IPs to ASP cadre was held in the first week of February 2009. Unfortunately, the allotment and posting orders have not been issued so far. It is requested to kindly intervene in the matter and issue the orders of posting/allotment urgently, lest the restrictions that may be imposed by the EC in postings and transfers in view of the coming LS election are to likely come in the way, if the orders are lagged. Further. The delay may trigger frustration and disappointment among the young aspirants in our Cadre. It is without saying that the release of the order will definitely boost up their confidence as this is the time for canvassing maximum business and there is no better tonic than their order of promotion to inspire them for achievement of their business target, if not more. It is also requested to release the order immediately after considering all the requests for transfers and allotment of all the applicants.

2. Smt. Molly I panicker had to relinquish from the post of DY SP Thiruvanthanpuram North Division last week. She has not been given any alternate posting and she was constrained to proceed on leave. She has left with only 5 months of service before retirement. There are 2 vacant posts at CO in PS Group B cadre, that of AD (GA) and AD (FS). She may kindly be posted on Ad-hoc basis in either of the 2 posts, avoiding reversion to ASP Cadre. It is requested to kindly help her in this way.

I am hopeful that the above cases will be settled very soon because I know that you have always showed care, help and kindness to our cadre, whenever necessity arisen.

Circle working committee meeting on 6th March

The next CWC meeting of the Association will be held on 06.03.2009 (Friday) at Hotel Pearl Regency from 1100 hours, which will transact the following business.

1. Discussion on re-organisation of Sub Division. CWC members are requested to discuss with the members of their unit before hand and to come prepared with their views and suggestions. The collective decision of the CWC have to be conveyed to the CHQ.

2. Fixation of the date and venue of the next general body meeting to be convened in the middle of 2009.

3. Any other items to be discussed with the permission of the chair

PLI incentives to IP/ASPs released

Circle Office has issued sanction of PLI incentives to ASPs/IPs for business procured during the year 2006-07 and 2007-2008. All members are requested to check the sanction memos..(individual copies being posted from CO). Any cases of non receipt of incentives may be brought to the notice of circle secretary for taking up the case with DDM(PLI). Pl note that the incentive sanctioned is only on the strength of bills submitted by our members.Therefore, no claim will stand if bill was not submitted earlier.

Re-organisation of Sub Division

Re-organisation of Sub Divisions ( Extract from the News letter )

There is a proposal in the Department to place all Sub Divisions under the control of ASPs. The existing Sub Divisional Inspectors will be attached to respective Divisions. In this process around 450 Sub Divisions which are presently manned by Inspectors will be upgraded to ASP, Sub Division. ASP, Sub Division will be wholly incharge of administrative work. He/She will be allotted inspection work to certain percentage. The remaining work related to inspection and visits will be fully allotted to the IPs attached to Divisions. All the posts of ASP (HQ) will be shifted to Sub Divisions. ASP (HQ) will be manned by Inspector Posts with the redesignation – Inspector (Admin). All the post of ASP (OD) or ASP(R) will remain with Divisional office as it is. Writing CRs, sanction of GPF and power like such will be conferred on all ASP, Sub Divisions. All Sub Divisions will be provided with Lap-top. ASP, Sub Divisions will be conferred with certain amount of Administrative and financial powers. This matter was discussed with me in detail by the officers in Directorate.
