The following items have been given for discussion with PMG in the bi-monthly meeting due to be held shortly:
1.
Inordinate delay in issuing posting
orders of IPs/ASPs:
There has been
inordinate delay in issuing posting orders of IPs/ASPs in Central Region. In
the year 2011, although adhoc
promotions of IPs were ordered by Circle office and promoted officers were
allotted to CR vide CO Memo No. ST/3-2/2010 dated 28.2.11; posting orders were
issued after much delay. Similarly, in 2012, allotment orders were issued way
back on 4.5.12 however; their posting orders were issued only on 3.7.12. This
delay has led to a situation where in the promoted IPs were denied all the
benefits of adhoc promotions in relation to their counterparts promoted and
allotted to other two regions in the Circle, where orders were issued and
officers joined in their respective posts much early.
2.
Non-Payment
of honorarium to POs/IAs in Rule 14/Rule 10 cases.
It is brought to the notice of the Association
that there has been heavy delay in sanctioning payment of honorarium bills to
IPs/ASPs functioning as IA/PO in disciplinary cases in CR. Bills forwarded to
RO in the month of June 2011 are still pending. Ro is said to have taken the
stand that such bills can be passed only after the expiry of appeal period.
Such a stand is against the extant orders on the subject.
3.Supplying
copies of orders to Circle Secretary of the Association
There is a
practice of supplying copies of posting/transfer orders issued in IP/ASP cadre
to the Circle Secretary. The said practice is being followed in other regions
of the Circle. However, even after repeated requests to the AD (Staff), the
same is not followed in CR.
Any other issues which is to be brought to the notice of the PMG during the discussion may be furnished to the CS.
